Two things the table shows. A full-service restaurant uses about three times the electricity per square foot of an office or a shop, and a medical office about a quarter more, so a fixed rate matters more to them. And a business that runs early mornings, late nights or weekends often does better on a time-of-use plan, because more of its usage lands in the lower-priced hours.
