EIA average prices are all-in figures: energy, delivery and other charges divided by kWh sold. They describe the market, not any one plan. The energy rate only column takes out the delivery charges your utility (Oncor, CenterPoint, AEP Texas or TNMP) bills through your provider, which the Public Utility Commission of Texas sets and which are the same whichever provider you choose. It is retail provider revenue less utility delivery revenue, and EIA publishes that split only in its annual data. Large commercial buyers usually compare this energy rate. EIA-861 annual figures are shown for Texas only. Chariot’s commercial rates are quoted per business.
